The Thomas Jefferson Planning District Commission (TJPDC) works with the County and other Planning District members each year to develop a legislative program for the upcoming General Assembly session. The draft of the 2007 TJPDC Legislative Program (Attachment A) is before the Board of Supervisors for input and approval and will form the basis of the County's future discussions with its local legislators.

The draft of the 2007 TJPDC Legislative Program generally follows the same format as prior years, with priority “action items” and a section highlighting some of the Planning District’s most important ongoing concerns. Included in the program this year is a one-page summary of the priority action items. The draft program incorporates all of the legislative priorities the Board approved at its July 5, 2006 meeting (Attachment B). David Blount of the TJPDC will be present to receive the Board’s comments and answer any questions on the draft program.
The approved 2007 TJPDC Legislative Program will be sent to the County’s state legislators prior to the Board’s annual meeting with them on November 29, 2006. At this meeting, the Board will have the opportunity to further discuss the County’s legislative priorities and request sponsorship and/or support for specific legislation. In order to best prepare for this meeting, staff asks the Board to provide input on what legislative priorities should be presented and discussed in greater detail with the state legislators.
While there are no specific, identifiable budget impacts, the County’s legislative priorities seek to ensure the state adequately funds its mandated responsibilities and not jeopardize the County’s ability to implement the policies (including fiscal) that it deems necessary.
1) The Board approve the attached draft 2007 TJPDC Legislative Program, with the understanding that suggested changes from the Board will be reflected in the final version of the program.
2) The Board direct staff as to what priorities should be the focus of the Board’s November 29 meeting with the County’s state legislators.
