ACTION: X INFORMATION:
In 1995, the Board of Supervisors adopted a resolution requesting VDOT to restrict through tractor trailer traffic on State Routes 22/231. This same resolution, with minor modifications, was again adopted by the Board of Supervisors on December 10, 2003 and June 2, 2004. VDOT has informed the County that the original resolution and public hearing did not meet VDOTís Guidelines for restricting through trucks on primary highways because the public hearing notice for the 1995 public hearing did not include a description of the proposed alternate route with the same termini. VDOT had previously advised this description was not necessary but after being challenged on the process in another locality, now is requesting localities to readopt resolutions to prevent further procedural challenges.
3.1 Make the County a Safe and Healthy Community in which citizens feel secure to live, work and play.
Staff has re-advertised for a public hearing to include alternate termini for State Route 22 and State Route 231. Because Albemarle is requesting a restriction on two separate roads, two alternate routes must be listed in the advertisement. Please find below the proposed restricted routes and alternate routes.
Rt. 22- The County proposes to restrict through trucks, truck and trailer, and semi-trailer combinations on State Rt. 22 from U.S. Rt. 250 to Albemarle/Louisa County line, a distance of approximately 9.2 miles (Attachment A).
Alternate Route: U.S. Route 250 from its intersection with State Route 22 in Albemarle County to U.S. Route 15 in Louisa County, north on U.S. Route 15 to State Route 22 in Louisa County, west on State Route 22 to the Albemarle/Louisa County line, a distance of approximately 21.1 miles (Attachment B).
Route 231-The County proposes to restrict through trucks, truck and trailer, and semi-trailer combinations on State Rt. 231 from State Rt. 22 to the Albemarle/Louisa County line, a distance of approximately 8.3 miles (Attachment C).
Alternate Route: State Route 22 from its intersection with State Route 231 in Albemarle County to U.S. Route 250 in Albemarle County, east on U.S. Route 250 to U. S. Route 15 in Louisa County, north on U.S. Route 15 to Route T-1006 in the Town of Gordonsville, west on Route T-1006 to State Rt. 231 in Town of Gordonsville, south on State Route 231 to Albemarle/Louisa County line, a distance of approximately 29.8miles (Attachment D).
Staff believes the alternate routes, while lengthier, would not place an undo hardship on through truck traffic. If the Board of Supervisors adopts the revised resolution (Attachment E), staff will forward all supporting documentation to VDOT requesting this restriction. Staff can make modifications at the October 13, 2004 meeting based on public input, if necessary.
State Routes 22 and 231 consist of blind curves, hills, with narrow pavement and no shoulders. These curvy roads serve local commuting traffic and farms and were not built for heavy truck traffic. According to VDOT crash information, there has been thirty one (31) crashes involving large trucks on these two routes between 1993 and February of this year. This information does not include a recent crash involving a CVS truck that tied up traffic for several hours. Staff opinion is that a through truck restriction on State Routes 22 and 231 will make these roads safer for vehicular travel.
Staff recommends that the Board of Supervisors adopt the attached the resolution (Attachment E).
Attachment A: Rt. 22 Proposed area to be restricted to through trucks
Attachment B: Recommended alternate route for Rt. 22
Attachment C: Rt. 231 Proposed area to be restricted to through trucks
Attachment D: Recommended alternate route for Rt. 231
Attachment E: Resolution to VDOT to
Restrict Through Trucks on Routes 22 and 231
