Albemarle County Registrar Releases Important Information Regarding November 5 General and Special Elections

Absentee voting begins September 20; The deadline to register to vote is October 15

A General Election will be held on Tuesday, November 5, 2013, for the offices of:

  • Governor of Virginia
  • Lieutenant Governor of Virginia
  • Attorney General of Virginia
  • Virginia House of Delegates
  • Board of Supervisors (Rio, Jack Jouett and Samuel Miller Magisterial Districts) 
  • School Board (Rio, Jack Jouett, and Samuel Miller Magisterial Districts)
  • In addition, a Special Election will be held to fill the unexpired term for the office of Board of Supervisors, Scottsville Magisterial District.

Please note that voters who do not present acceptable identification at the polls will be required to vote a provisional ballot. 

To see the choices that will be on your ballot on November 5, go to the Voter Registration homepage at the Albemarle County website, www.albemarle.org/vote and click on “Current Ballot”.

The Deadline to register to vote in this election is Tuesday, October 15, at 5 p.m. Voters are strongly encouraged to inquire before the registration deadline if they wish to check their voter registration status.

Absentee voting for the November 5 general and special elections begins on Friday, September 20, 2013.

Please note that absentee ballot applications are NOT received at DMV–Pantops, and absentee voting is NOT conducted at DMV-Pantops.
The qualifications for voter registration in Virginia are: 

  • the applicant must be a citizen of the United States 
  • the applicant must be 18 years of age on or before the date of the general election
  • the applicant must be a resident of Virginia
  • the applicant must provide his/her full name, date of birth, residence address, and full Social Security number on the voter registration application
  • the applicant must not have been adjudicated a felon or mentally incapacitated, unless the applicant’s voting rights have subsequently been restored by the appropriate authority.

Qualified residents of the Commonwealth of Virginia may apply for, or change their voter registration at the Department of Voter Registration and Elections, located in the 5th Street County Office Building at 1600 5th Street, Charlottesville, VA 22902.  Office hours are from 8:30 a.m. through 5:00 p.m., Monday through Friday, excluding legal holidays. In addition, qualified residents of the Commonwealth of Virginia may apply for, or change their voter registration at the Department of Motor Vehicles - Pantops Customer Service Center, at 2055 Abbey Road, Charlottesville, 22911.  DMV-Pantops office hours are from 8:00 a.m. through 5:00 p.m., Monday through Friday, and from 8:00 a.m. through 12 Noon on Saturday, excluding legal holidays. 

In addition to the voter registration options above, qualified residents of the Commonwealth of Virginia may apply for, or change their voter registration, by mail.  Voter registration application forms may be obtained online from the State Board of Elections, at: http://www.sbe.virginia.gov, or from the Voter Registration office at 1600 5th Street, or at the DMV-Pantops.  Completed application forms may be mailed to: Box 404, 536 Pantops Center, Charlottesville, VA 22911. 

Voters who are registered to vote in Albemarle County, and who are eligible to vote absentee, may do so either by mail or in person, except for certain first-time voters who registered by mail, and who must vote absentee in person.  Applications to receive an absentee ballot by mail must be presented to the Albemarle County Department of Voter Registration and Elections/Electoral Board, via mail (Box 404, 536 Pantops Center, Charlottesville, VA 22911), or via fax (434) 972-4178, or in person, at 1600 5th Street, Charlottesville, VA 22902.  The deadline for receipt of a by-mail absentee ballot application for the November 5 general and special elections is Tuesday, October 29, 2013, 5 p.m.  For absentee voters who vote by mail, the completed voted absentee ballot must be received by this office by 7 p.m. on Election Day, November 5, 2013, in order to be counted.  

As an alternative to absentee voting by mail, qualified Albemarle County voters may vote an absentee ballot in-person at the Department of Voter Registration and Elections, 5th Street County Office Building, 1600 5th Street, Charlottesville, VA 22902, beginning Friday, September 20, 2013.  Office hours are Monday through Friday, 8:30 a.m. through 5 p.m.  For in-person absentee voting, in addition to regular weekday office hours, the office at 1600 5th Street will be open on Saturday, October 26, 2013 and Saturday, November 2, 2013, from 9:00 a.m. through 5:00 p.m.   Saturday, November 2, 2013 at 5 p.m. is the deadline for in-person absentee voting for the November 5 general election, except for certain limited emergency situations.
