Kirby comes to the ECC from the University of Virginia where she served as the Assistant Director of the Office of Emergency Preparedness for the past 3 ½ years. Her duties at the University included development of emergency plans and procedures, working with various departments and offices in training and exercising emergency plans and educating students, faculty and staff on mitigation, preparedness, response and recovery strategies. Prior to UVA, Ms. Felts was a consultant at Booz Allen Hamilton primarily supporting federal clients in emergency management and continuity of operations.
