Albemarle Names New Assistant County Executive

Bill Letteri

Albemarle County has named Bill Letteri as its new Assistant County Executive for Financial and Management Services effective January 1, 2011.  Letteri, who is moving into the position vacated by Tom Foley following his appointment to County Executive, will supervise the County’s Finance, Human Resources, Information Technology, Facilities Development and General Services departments.

Letteri has served as the County’s Director of Facilities Development since 2007 following leadership positions with the cities of Chapel Hill, North Carolina and Charlottesville, Virginia, among other positions. 

“We are very pleased to bring someone with Bill’s leadership skills, managerial expertise and regional experience to this position”, said County Executive Tom Foley in announcing the selection.  “His experience in directing varied local government operations throughout his career and his familiarity with our community and its issues and concerns will be great assets to the County in this critical leadership position.”

As the County’s first Director of the Office of Facilities Development, Letteri  was responsible for establishing that office including the development of goals, mission, standard operating procedures and roles and responsibilities of staff.  His responsibilities also included planning and implementation of the County’s Capital Improvement program, including government, transportation and school projects and overall leadership of CIP financial planning and project review processes. 

Prior to his employment with Albemarle County, Letteri served for two years as Director of Public Works for Chapel Hill, NC,  where he provided direction and oversight for multiple Public Works divisions, including Facilities Management, Capital Improvements, Environment and Sustainability, Solid Waste Services, Landscaping, Streets and Sidewalks, Fleet Management and Stormwater. 

Letteri was employed by the City of Charlottesville, VA, from 1992 – 2004 as the Chief of Facilities and Administration where he provided broad based senior leadership for Public Works and Municipal operations, including: policy, personnel, finance/budget, city planning, economic development, public school facility and maintenance operations, courts, libraries, parks, transit operations, parking garage operations, streets and sidewalks maintenance, refuse collection and capital improvements.

His previous experience includes serving as the Chief Financial Officer for REA Development and as President of Letteri Brothers general contracting firm, both in Charlottesville.   Letteri earned a Bachelor of Science degree in Business Administration, Finance and Accounting, from Cornell University and an MBA in Finance and Administration from James Madison University.
