Biscuit Run Park is Albemarle County's newest County Park. At 1,190 acres in size, Biscuit Run Park is also the largest County Park in Albemarle County. BRP contains extensive natural areas, natural heritage resources, and scenic landscapes that can be enjoyed from the network of multi-use trails. Interpretive signs provide information about the park's natural resources and history. And the Biscuits + Gravity downhill bike area provides a unique mountain biking experience designed to be inclusive for riders of all skill levels and to enable progression.

Overall, Biscuit Run Park (BRP) is a major new community asset for our local community, our region, and our visitors. This long-anticipated park will help elevate our local quality of life, support public health and personal wellness, and contribute to our local economic vitality.

 Visitor Info: Accessing the Park

At this time, BRP can be publicly accessed from Route 20 (2020 Scottsville Road). This eastern park entrance includes a trailhead with 75 parking spaces and restrooms, and provides access to 8.5 miles of signed, maintained trails.

Albemarle County is actively working to establish additional vehicular access and bicycle-pedestrian access into Biscuit Run Park in the coming years:

  • Construction of a second public entrance from Hickory Street (in the northern portion of the park) began in February 2026. 
  • Albemarle County is continuing efforts to establish a public-access greenway trail between BRP and 5th Street Station. This planned trail connection will provide bicycle and pedestrian access into the park from the Rivanna Trail and from the 5th Street Trail Hub project that is scheduled for completion in 2027 (by VDOT). 
  • Please do not park on private property or trespass on private property to access Biscuit Run Park.

Visitor Info: Stay Alert & Stay Safe

Albemarle County is actively working to establish new infrastructure, new amenities, and new recreational opportunities at Biscuit Run Park. As a result, there are active construction zones in multiple locations across the park property. BRP remains open for public use and enjoyment - but please note the importance of visitor safety and the need to use caution.

Multiple trails are temporarily closed. Everyone is welcome to come out and enjoy the trails that remain open – but please stay alert, use caution, and obey all signs. These temporary closures are for your safety.

What To Expect: Park Planning & Development

The initial phase of park development (Phase 1A) was substantially completed on December 14, 2024.  This phase established public access and use of BRP from Route 20. 

Albemarle County is continuing to actively implement multiple additional Phase 1 and Phase 2 park development projects. This work is being done in accordance with the DCR-approved, County-adopted Biscuit Run Park Master Plan.

Informational Poster: Active Projects in 2025 & Beyond

  • Maintenance Facility: This project will provide ACPR Maintenance staff with a new facility for operating and maintaining Biscuit Run Park. It will include the design and development of a maintenance building, a fenced-in compound with security cameras, and all utilities and associated infrastructure. This facility will also provide the ACPR Trails Crew staff with a purpose-built, dedicated facility and base of operations for their Countywide duties.

  • Trail Network Expansion: This funded component will provide new multi-use trails and safe, convenient crossings of waterways and wetlands. These amenities have been planned, designed, and constructed in accord with the adopted Park Master Plan, and in response to community priorities and top recreation needs as identified in the 2018 Parks & Recreation Needs Assessment.

    Near-future additions to the trail network include the design and development of planned boardwalks and footbridges. Construction of three boardwalks and an extension to the multi-use trail network began in 2025 and is expected to be complete in 2026.  

  • "Biscuits + Gravity" Downhill and Skills Bike Area: The adopted Biscuit Run Park Master Plan includes designated areas for mountain biking trails. The first mountain biking area is the "Biscuits + Gravity" Downhill and Skills Bike Area (B+G), and is designed and managed as a "single use" zone (bikes only).

    B+G includes a collection of downhill trails, jump lines, a mini pump track, and other features designed to allow mountain bikers opportunities to gain experience, build skills, and connect with other riders. The trails and features have been designed and constructed to enable progression from beginner to intermediate to advanced. This project was funded and developed in partnership with the Charlottesville Area Mountain Bike Club (CAMBC), which generously funded the construction of this project.

    The majority of the B+G downhill trails and features are complete and available for public use. Additional recreational amenities - such as a kiosk, entry/exit portals, and other enhancements - are scheduled for installation in Summer 2026. These enhancements are a partnership project with the University of Virginia School of Architecture's Design Build Studio. 

  • Athletic Fields: Construction is underway for two irrigated natural grass athletic fields near Route 20, in accordance with the Park Master Plan. This project includes an extension to the park access road, new parking lots, new restrooms, and two new irrigated, regulation-size athletic fields. The engineering for this project includes designs for additional future athletic fields, which would require separate funding and construction. Construction began in February 2026 and is tentatively scheduled for substantial completion in Fall 2026. 

  • Biscuit Run Greenway: The Biscuit Run Greenway project is a strategically-important initiative for Albemarle County. This long-planned bicycle and pedestrian greenway trail in the Southern Development Area will create major recreational value for our community and our visitors. It will also help generate other important public benefits: enhanced public health and personal wellness, expanded options for sustainable multi-modal transportation, increased access to economic opportunity, and equitable access to public facilities for underserved communities.

    Although planned and (partially) funded, this project requires multiple greenway easements across private properties before any significant public investments and progress can be made.

Altogether, Albemarle County is actively working across multiple Departments and Divisions, and with multiple community partners and stakeholders, to advance a variety of projects that will contribute to the value and benefits of Biscuit Run Park – and which will support and advance the quality of life, environmental stewardship, public health, and economic vitality of Albemarle County.

How We Got Here: The Origins of Biscuit Run Park

In 2008, 828 acres of land located within the current park property boundaries were rezoned to the “Neighborhood Model District” zoning district to accommodate large-scale residential development. However, in 2009, the property was purchased from Forest Lodge, LLC by the Virginia Department of Conservation and Recreation (DCR). DCR completed a master plan for the proposed Biscuit Run State Park in 2013. However, DCR development of a State Park did not occur.

In January of 2018, Albemarle County entered a Deed of Lease with the Commonwealth of Virginia for the County to manage the Commonwealth-owned Biscuit Run property for public use as a County Park. The County and DCR also executed a corresponding Memorandum of Agreement at that time to help establish shared expectations for the development, use, management, and stewardship of the property, and to “spell out the parties’ relationship concerning ongoing operations” of the park property.

After entering the property lease with DCR, Albemarle County conducted a park master planning process throughout 2018, inclusive of a public engagement process and with DCR park planning assistance. That park master planning process culminated in a Public Hearing by the Albemarle County Board of Supervisors (BOS) on December 12, 2018. At that meeting, the BOS voted to adopt the proposed Biscuit Run Park Master Plan and for Parks & Recreation staff to submit the plan to DCR for approval. DCR subsequently approved the Park Master Plan in 2019.
