The Albemarle County Department of Finance & Budget:

  • Acts as a fiscal agent for 17 independent agencies.
  • Supports 40+ outside entities.
  • Provides real estate assessment on more than 49,000 parcels.
  • Processes over $400 Million of incoming funds annually.
  • Manages $118 million in cash and investments and $177 million in borrowings.


Finance & Budget Offices

The Department of Finance & Budget is comprised of the following major offices, each with important responsibilities to support the overall financial health of the County and all the stakeholders it serves, from residents and visitors to businesses, both large and small.

Office of the Chief Financial Officer

The Office of the CFO is the administrative arm of the Department. It serves the residents and business owners of the County as a public fiduciary safeguarding the County's assets. It oversees and ensures that all the other offices carry out their duties in an efficient and courteous manner. The Office of the CFO also conducts business process reviews, management analysis and risk management, along with general communications coordination for the Department.

Revenue Administration

The Office of Revenue Administration is responsible for the assessment of personal property (individual and business), business license, machinery and tools, food and beverage, transient occupancy, public service, bank franchise, and utility taxes; issuing tax bills, collecting of all taxes and revenue due to the County, pursuing delinquent tax accounts, and administering the tax relief program for the elderly and disabled.

Real Estate

The Real Estate Office is responsible for the valuation of real estate, the use-value program, and the veterans’ exemption program.

Controller’s Office

The Controller’s Office oversees general accounting, the quarterly and annual financial reporting (including the Annual Comprehensive Finance Report), fixed assets and capital accounting, as well as payroll.

Procurement 

The Procurement Office provides centralized purchasing for local government and schools procurement needs to ensure that all purchases comply with regulations established by the Virginia or Albemarle County Code. The division is responsible for administering the County’s p-card program and is responsible for conducting periodic sales of surplus items which are no longer needed by the County or the school system.

Investment & Debt Management

The Office of Investment & Debt Management is responsible for managing the County’s cash and investments to ensure they comply with County’s Investment Policy and meet the cashflow needs of the County. This office also manages the County’s debt program and works directly with the County’s Financial Advisor and Rating Agencies throughout the issuance of long-term debt.

Budget

The Office of Management and Budget provides fiscal planning, analysis, and management services to advance the policies, goals and objectives established by the County Executive and Board of Supervisors. This office also coordinates the preparation of the County’s Five-Year Financial Plan, the Operating Budget, and the Capital Improvement Program. Revenue forecasting and budget management are also key services provided by this Office.

Grants & Agreements

The Office of Grants and Agreements provides strategic grant administration support for internal and external partners. The Office also collaborates across all departments to operationally support the County’s agreements and relationships with its partner entities, constitutional officers, regional entities, as well as other strategic contracts.
