A Building Application is required for many types of construction, installation, and renovation projects.
A Building Permit Is Typically Required For:
- Constructing a new building or structure.
- Building additions or expansions.
- Accessory apartments (in-law suites).
- Retaining walls over 3 feet in height.
- Electrical, plumbing, mechanical, water, or sewer system installations, replacements, or alterations.
- Structural changes to a building, including walls, beams, and other load-bearing components.
- Modifications to required exits, fire-rated assemblies, or life-safety systems.
- Projects that require a new Certificate of Occupancy.
- Disturbance or removal of materials containing asbestos.
- Lot line adjustments that affect the code compliance or safety of an existing structure.
Projects That May Only Require Zoning Permit:
The following projects may not require a building permit but still require zoning approval before construction begins:
- Detached one level storage sheds less than 256 square feet.
- Retaining walls 3 feet in height or less.
Please note:
- Electrical or plumbing work associated with a shed require separate permits.
- Properties served by a well and septic system may require approval from the Health Department.
Projects That Generally Do Not Require a Building Permit
The following projects typically do not require a building permit:
- Patios.
- Fences (unless required for safety purposes or as a barrier around a swimming pool).
- Flagpoles.
- Tents or air-supported structures less than 900 square feet.
Additional zoning requirements may still apply.
Before You Apply
Depending on your project, additional information may be required with your application.
Site Plans and Property Plats
Projects involving:
- New structures
- Building additions
- Changes to the footprint of an existing structure
Must be shown on the most recent property plat, including distances from all property lines.
Environmentally Sensitive Areas
If your property contains:
- Steep slopes (25% or greater)
- Stream buffers
- Other protected environmental features
It is helpful to include a map showing the location of the proposed work. Maps can be obtained through the County's GIS website using the Critical Resource Plan map layer.

Online Payments
Credit card and electronic check payments can be submitted through the Civic Access Portal using your invoice number.
In-Person Payments
Cash (exact change only) and check payments may be submitted in person.
Mail Payments
Checks may also be mailed to Community Development's office at 401 McIntire Rd, Charlottesville, VA 22902.
Please note: Credit card payments are not accepted at the Community Development front desk.
