This is notice of two Electoral Board meetings which will occur in the same period of time but as separate meetings which are recessed and reconvened until adjourned during this interval.
The Provisional Ballots Meeting allows for deliberations and the presentation of evidence by a provisional voter for qualification purposes. The Provisional Ballots Meeting will begin at 12:00noon on November 5. The Canvass is the process of reviewing, confirming, and recording the official local results of each election. The Canvass will be convened once the initial Provisional Ballots meeting is recessed on November 5.
Attendance at the Provisional Ballots meeting is limited to only the following individuals:
- Persons who cast provisional ballots who wish to present evidence or request a one-day extension (while the person’s ballot is adjudicated).
- Legal counsel and representatives of the person who cast the provisional ballot (while the person’s ballot is adjudicated).
- One authorized representative of each political party or independent candidate in a general or special election or one authorized representative of each candidate in a primary election who is a qualified voter anywhere in the Commonwealth must be allowed to attend the provisional meeting but cannot participate in the process. Each such representative must present a written statement signed by the county or city party chair, the independent candidate, or the primary candidate as appropriate. Such chair or candidate may serve as his or her own representative and they may not be asked to submit a written statement authorizing himself or herself. If the representative presents the required documentation, the general registrar must permit them to observe the meeting.
- Appropriate staff and legal counsel of the electoral board.
The Canvass is open to the public, however, due to the protracted nature of this meeting, the facilities where the Electoral Board will meet, and the adjourning and reconvening as circumstances warrant, this meeting is not available for attendance by Zoom, only in-person.
These two meetings must complete before 10 calendar days have passed after the election, and the provisional ballots meeting must complete before the canvass can complete.
