June 3, 2009
ACTION: X INFORMATION:
In December of 2004, the Board adopted the Crozet Master Plan, which included a new Crozet Library to provide enhanced library services to the community and to serve as a catalyst for redevelopment in downtown Crozet. In November of 2006, the Board authorized the design and construction of the library, which is now in the formal design stage and scheduled to be under construction by the summer of 2011.
In May of 2008, the Board approved the formation of the Crozet Library Steering Committee to facilitate the engagement of stakeholders and the public, to evaluate and balance the various needs and objectives, and to oversee the schematic design phase of the project. The Committee’s ultimate charge is to develop a preferred design option for recommendation to the Planning Commission and the Board of Supervisors.
The Committee began its work in July of 2008 and, with the assistance of staff and the design team of Grimm and Parker, has developed guiding principles and a building program and has considered several site and building design schemes for the Library. Planning staff has provided guidance on master plan and zoning issues and the Architectural Review Board and Planning Commission were also consulted during the process. The work in progress design was reviewed with the Board during its March 4, 2009 meeting.
Summary of Major Milestones
Goal 1 - Enhance Quality of Life for All Citizens
Goal 4 - Effectively Manage Growth and Development
The purpose of this Agenda item is to present a power point presentation to the Board that includes a proposed schematic design of the Crozet Library project and a recommendation from the Library Steering Committee to proceed into the Construction Drawing and site plan phase of the project.
Current budget estimates indicate no budget impact is anticipated based on the current design and current market conditions indicate a potential savings to the project if it can proceed to bid in a timely fashion. An independent budget assessment is being ordered to validate the architects cost estimates. Current appropriations are adequate to cover the remaining project activities to complete the design and construction administration phase.
Staff and the Library Steering Committee requests the Board approve the schematic design as presented and to direct staff to proceed to Construction Design.
