BACKGROUND:
A public hearing was held on this special use permit at the Planning Commission on May 5, 2009. The Planning Commission recommended condition of approval is:
1. Maximum number of students on-site attending private school use(s) shall not exceed 185 students.
DISCUSSION:
This condition was based on the maximum number of students current available parking on site would allow. However, this limitation is only necessary if students are driving to school, such as for adult education classes. The current condition of approval allows up to 217 students, which was based on the maximum enrollment of the school when it was a County elementary school. Of course, students did not drive to school then and did not when Crossroads Waldorf School leased the site. There are no adverse impacts that result from permitting 271 students other than inadequate parking if more than 185 are on-site who are driving. Staff opinion is that the need for additional parking can be addressed through the site plan process or zoning clearance process depending on the characteristics of the students attending and, therefore, a 271 student maximum is acceptable.
Staff recommends approval of SP 2009-004 with the following condition:
1. Maximum number of students on-site at any one time attending private school use(s) shall not exceed 271 students.
