ACTION: X INFORMATION:
On November 2007, staff submitted updated economic data to the Board of Supervisors, with the work session held in February 13, 2008. The Board directed the Planning Commission to work with staff in updating the Economic Development Policy to address three key areas: 1) work force development, 2) light-industrial land availability, and 3) agricultural vitality. On April 29, 2008, staff briefed the Planning Commission on the updated data and analysis regarding the County’s economy and the Economic Development Policy, including major trends in employment, light-industrial land use and agricultural vitality. On May 20, staff discussed the Planning Commission on work force issues and recommended specific policies to address work force development. The Commission agreed to first focus on priority strategies for improving workforce development and helping to foster career-ladder jobs. On July 29, 2008 staff briefed the Planning Commission on issues and needs for light-industrial land and the Planning Commission provided direction on policy changes for better addressing LI needs. On September 29, the Planning Commission reviewed the policy changes and provided additional guidance, including the additional strategy of researching incubator applications.

Directional Statements: Increase emphasis on workforce development and career ladder jobs; assist residents in need to become self-sufficient; increase support for agricultural business; and encourage business growth in development areas.
Staff has drafted a revised Economic Development Policy. This public hearing is to review and discuss these revisions to the economic development policy changes based on the comments received from the Commission in the previous work sessions. Staff is seeking the Commission’s comments on the proposed amendments the Policy section of the Economic Development Policy. Staff has incorporated the recommended changes, from the September 29, 2008 Planning Commission meeting and has incorporated the two changes offered by Neil Williamson of the Free Enterprise Forum.
Staff is seeking the Commission’s action to approve or provide comments on the proposed amendments the Policy section of the Economic Development Policy. Once approved by the Planning Commission, the Board of Supervisors will hold a work session to discuss the proposed Policy changes.
There is no direct budget impact from the amendment to the Policy
Staff recommends adoption of the drafted amendment found in Exhibit A.
