BACKGROUND:

The Board had discussions on the Five-Year Financial Plan during work sessions on November 5 and November 12. During these work sessions, the Board requested additional information on several items.

• Chart of employees by department for the last 10 years (Attachment A)
• List of assumptions/previously approved initiatives and the impact on the tax rate of funding them (Attachment B)
• Description of environmental initiatives (included in Attachment B)
• CIP Oversight Committee Recommendation Summary (Attachment C)
• Project specific concerns related to the changes in capital projects (Attachment D)
• Impact of adding back 1 cent to capital transfer (Attachment E)

RECOMMENDATIONS:

This information is provided as background for completing discussion of the Five-Year Financial Plan.  Staff will briefly review the results of the recently completed CIP Oversight Committee process and options for adding the value of an additional one cent in real estate revenue back to the CIP.
