BACKGROUND:

At the May 7, 2008 Board of Supervisors meeting, the Board directed staff to proceed with an external study of the Countyís resource management. The Board indicated a preference for a review that would provide a one-time general overview of all County operations. Such a study would closely resemble the school divisionís 2007 Resource Utilization Study by broadly examining how the County utilizes its dollars, staff and facilities to achieve results. This review would also complement staffís ongoing continuous improvement efforts, such as the Program and Service Review and Baldrige self-assessment processes. At todayís meeting, staff requests input and approval from the Board on a proposed scope of work for a resource management review of local government.

DISCUSSION:

In developing a scope of work, staff sought input from Virginia Commonwealth Universityís Commonwealth Educational Policy Institute (CEPI), which completed the school divisionís 2007 Resource Utilization Study. CEPI proposed a scope of work for this review (Attachment A) based on the Boardís direction to proceed with a study that focused on a one-time general overview of all County operations. However, as the attached scope of work indicates, the study will also include a more extensive review of several key functional areas.

 

Staff believes CEPI is best suited to conduct this review based on the organizationís and review teamís expertise and the quality of the 2007 Resource Utilization Study delivered to the school division.  In addition, CEPI would be able to begin the study almost immediately and staff believes the proposed cost of the study is highly competitive compared to other less comprehensive studies done in other localities.  Because CEPI is a part of Virginia Commonwealth University, it could conduct a local government review through a memorandum of understanding with the County.  Representatives from CEPI plan to be present at this meeting in order to address questions from the Board.

 

BUDGET IMPACT:

The estimated cost of the attached scope of work is $89,000 plus some additional travel expenses for CEPI staff. Amendments to the scope of work could change this total cost. The one-time cost for this review would be funded from the Board of Supervisorsí reserve fund. 

 

RECOMMENDATIONS:

Staff recommends approval of the attached scope of work, as may be amended, and approval to enter into an agreement with CEPI to conduct a review of the Countyís resource management.
