The Historic Crozet Streetscape Enhancement project was envisioned by the Crozet Master Plan as an essential step in achieving the goals for Downtown Crozet, which includes:
This enhancement project is a continuation of the Phase 1 Streetscape project that has been recently completed. The Phase 2 project will provide streetscape improvements on Crozet Avenue from the CSX underpass southward to Tabor Street and will incorporate the streetscape elements, materials, styles and colors provided in the Phase 1 improvements. These elements include pedestrian crossings, sidewalks, street trees/landscaping, pedestrian level street lights, concrete pavers, benches, bike racks, trash receptacles and retaining walls where necessary.
The consulting team of Kimley-Horn & Associates and Community Planning & Design was contracted to assist staff in coordinating and conducting our public involvement process and to provide the design for the streetscape project and a portion of the new Main Street. We have conducted an initial Community “Kick-Off” Meeting, meetings with the Business/Property Owners, and a meeting with the Crozet Community Advisory Council (Attachment - A). Most recently we held a second Community Meeting to present the streetscape concepts developed as a result of the community involvement and provide the community more opportunity to identify desirable features and express concerns.

This work session has three purposes:
The Conceptual Streetscape Plan and street cross-sections represent a balance of the project goals and objectives described in the Background section of this summary (Attachment - B). The details strive to address the concerns of the business/property owners and the community (Attachment - C), as well as assure consistency with the Phase 1 streetscape improvements.
Preliminary design plans are in progress and a “30% Plan” submittal for staff and VDOT review is anticipated by the end of January 2008. A Final Design “90% Plan” submittal and review is planned for early June 2008. The Final Design “100% Plan” will be completed, reviewed and approved by late October 2008 (Attachment - D). A “Preconstruction” Community Meeting, to discuss construction phasing issues with the Community, will then be scheduled. The project may be advertised for bidding late Fall 2008, but this will depend on completion of right-of-way and easement acquisitions, as well as VDOT “bid phase” authorization due to the use of enhancement grant funds for construction. The start of construction will be weather dependent, but is anticipated by early 2009.
This project is being funded through the Capital Improvements Plan, with partial funding coming from a VDOT Transportation Enhancement Grant.
Staff requests that the Board of Supervisor’s approve the Conceptual Plan and provide Board comments on the continued refinement and detailing of the Streetscape Plan.
