BACKGROUND:

The 2007 General Assembly amended the enabling authority to increase the maximum amounts localities can charge for annual vehicle license taxes by ten dollars.  During its deliberations on the FY 2008 Budget for Albemarle County, the Board of Supervisors decided that the vehicle license tax should be set at the maximum enabled amounts to offset reliance on real property taxes.  The adopted FY 2008 Budget was balanced by including projected revenue based on a January 1, 2008 increase in the County vehicle license taxes to the maximum limits allowed by the State law.

DISCUSSION:

The proposed ordinance makes the following changes to the annual vehicle license tax for the specified class of vehicles:

 

1.         Vehicles 4000 lbs. or less – Increases the tax by $13.50, from $25.00 to $38.50.

2.         Vehicles over 4000 lbs. – Increases the tax by $13.50, from $30.00 to $43.50.

3.         Trailers 1500 lbs. or less – Increases the tax by $10.00, from $9.50 to $19.50.

4.         Trailers over 1500 lbs. – Increases the tax by $10.00, from $20.00 to $30.00.

 

The ordinance would be effective on and after January 1, 2008.

 

 

BUDGET IMPACT:

The FY 2008 Budget was balanced by a projected revenue increase of $1.4 million based on raising the vehicle license tax amounts to the maximum amounts set forth in the attached ordinance.

 

 

RECOMMENDATIONS:

Staff recommends that the Board, after the public hearing, adopt the attached ordinance.
