BACKGROUND:
On August 6, 2007, City Council appointed the City’s Director of Budget and Performance Management, as the City’s representative on the Commission on Children and Families (CCF) in lieu of an Assistant City Manager serving as the City representative. The current City/County operational Agreement for this Commission stipulates that an Assistant City Manager serve on the governing body. The City Manager is requesting that the agreement be amended to allow him the flexibility to appoint a senior level staff designee to represent the City rather than only an Assistant City Manager.

DISCUSSION:
The current City/County operational agreement for CCF designates in Section (1)(a) that the Assistant City Manager will be a voting member of the Commission and represent the City on the Commission.
The City is requesting to amend the CCF agreement regarding City representation. This amendment would provide that flexibility. Both the City and County are required to approve this amendment for it to be effective.
BUDGET IMPACT:
There is no budget impact.
Staff recommends that the Board approve the amendment of the operational Agreement and authorize the Chairman of the Board to execute the attached Agreement to replace the existing July 2006 Agreement regarding the Commission on Children and Families.
