Review Process Recommended by the Planning Commission:

 

1.       County, TJPDC, & VDOT Review of the Draft Master Plan.

Staff is now reviewing chapters of the Draft Master Plan. As the consultants send each  chapter, it is being reviewed by a core group of staff (see below). An additional, broader  group of staff that will ultimately be responsible for implementation of various Master Plan strategies is reviewing the chapters that relate to land use, transportation, infrastructure, community facilities, design guidelines, and implementation.

 

Core Reviewers—Review all chapters:

Judy Wiegand    , David Benish, Elaine Echols, Lee Catlin, Jack Kelsey, Juan Wade, Susan Stimart, Greg Kamptner, Harrison Rue (TJPDC), and John Giometti (VDOT).

 

Additional Reviewers—Review individual chapters, as needed:

Planning Division, Zoning & Current Development, the County Executive’s Office, the Office of Housing, the Airport Authority, Parks & Recreation, Schools, Office of Finance, General Services, Police, Fire/Rescue, and the Library.

 

2.       Planning Commission Work Sessions on the Draft Master Plan

Following revisions by the consultants, staff will present the chapters to the Planning Commission during a series of work sessions. Any questions on which staff would like direction from the Planning Commission will be included in the staff report for the relevant chapter. There will also be an opportunity for public comment at each work session.

 

The proposed work sessions are:

Work Session #1: Transportation Presentation.

Harrison Rue and John Giometti will present the procedure and results of the transportation study. This presentation will serve as background for discussion of the master plan. This presentation is scheduled tentatively for 4:00pm; if items drop off the regular agenda, this presentation will be moved to the regular 6:00pm meeting agenda.

Work Session #2: Draft Master Plan Chapters 1, 2, 3, and 4.

Chapter 1. Introduction

Chapter 2. Vision & Guiding Principles

Chapter 3. Existing Conditions

Chapter 4. Place Types

July 17 or 24, 5 – 9pm  PC Work Session on Chapters 1, 2, 3, and 4 (tentative)

 

Work Session #3: Draft Master Plan Chapters 5 and 6.

Chapter 5. Future Land Use and Transportation Framework

Chapter 6. Community Facilities and Services

July 31 5-9pm   PC Work Session on Chapters 5 and 6

 

Work Session #4: Public Comment on Draft Master Plan Chapters 1 – 6.

Chapters 4, 5, and 6 set forth the future land use framework and transportation network—the “meat” of the master plan—so staff believes that the public should have an opportunity to ask questions and give comments before proceeding to the remainder of the plan.

(Staff will review the public comments with the Planning Commission during “Old Business” one or two weeks after the Public Comment work session.)

Work Session #7: Public Comment on the Complete Draft Master Plan.

This work session will be an opportunity for the public to make their comments and questions on the complete plan, including Chapters 7 and 8, known to the Commission.

October/November       Public Comment Work Session on the Plan

3.       Opportunities for Public Comment on the Draft Master Plan

Staff is planning several opportunities for public comment on the Draft Master Plan:

·         When the Planning Commission receives each chapter, the chapter will be posted on the Places29 website.

·         Review copies will be available in the Northside Library and at the County Office Building

·         Handout copies will be available to be picked up at COB or to be mailed

·         When the Planning Commission receives the completed Draft Master Plan, the draft will also be posted on the website.

·         Two Planning Commission work sessions specifically for public comment have been included in the list of work sessions.

·         As always, staff is available to make presentations at the meeting of any organization that requests one.

·         Staff also continues to answer questions over the telephone or via e-mail.

 

4.       Planning Commission Public Hearing on the Draft Master Plan.

The Planning Commission will schedule its Public Hearing when it has completed its review and taken public comment on the Draft Master Plan.

 

5.       Board of Supervisors Work Sessions and Action on the Draft Master Plan.

Staff will present the Draft Master Plan to the Board of Supervisors following Planning Commission action on the plan. Staff will be prepared to schedule work sessions and arrange for additional public comment on the Draft Plan, as the Board prefers.
