The Albemarle County Office of Housing (the “Office”) is the designated local agency for the administration of the Housing Choice Voucher Program (the “Program”), formerly known as the Section 8 Rental Assistance Program. The Office is a part of the executive branch of local government and not a public housing authority. However, with respect to the Program, the Office must comply with requirements of the U.S. Department of Housing and Urban Development (HUD) as a Public Housing Agency (PHA), including the development of a 5-year PHA Plan and Annual Plans. In 2005, a 5-year Plan and Annual Plan were submitted to and approved by HUD. In each year covered by the 5-year Plan, a PHA is required to submit an Annual Plan to HUD for approval. Prior to submission, the Plan must be made available for a 45-day public review period and also be the subject of a public hearing.
The submission of an Annual Plan is required to continue administering the voucher program. This program is a critical component of the County’s Strategic Plan Objective 1.2. and addresses housing affordability issues of very low-income renters who can not otherwise afford fair market rents.
In previous years the Office has proposed, and HUD has approved, minor revisions to Program operations. However, there are no changes proposed for the fiscal year beginning July 1, 2007. See attached Annual Plan (Attachment A).
The Program is currently operating at approximately 95% of its authorized budget, providing assistance to approximately 405 families. The Office has been allocated a total of 429 vouchers. Forty of the available vouchers are designated as project-based vouchers (designated to specific units rather than individuals). Twenty-four are reserved for Park’s Edge Apartments and sixteen for Park View on South Pantops. Last month, the Office committed up to eight project-based vouchers to support the redevelopment and expansion of The Meadows in Crozet.
As required by HUD, the proposed plan has been made available to a Resident Advisory Board (the “RAB”) consisting of twelve families participating in the program. The RAB is asked to provide input to be considered in the development of the plan. No additional input has been provided. Therefore, the proposed Annual Plan to be submitted to HUD is unchanged from the current year’s Plan.
There are no additional budget impacts. Administrative fees from HUD cover most of the operations for this program.
Staff recommends that, after the public hearing, the Board approve the submission of the Annual Plan and authorize the County Executive to execute the attached PHA Certifications of Compliance (Attachment B).
