Albemarle County BOS Action Items

***BRIDGE ISSUES: Mr. David Pearce, VDOT, Culpeper District Bridge Engineer will be attending the September 5^th Board of supervisors meeting to give a presentation on bridge conditions in Albemarle County.***

VDOT’s Northwest Region Traffic Operations continues with plans for improvements to Route 29 signal operations by means of equipment upgrades that will allow synchronization of signals through the corridor including those in the city.

Rocky Hollow Road is complete.
Gilbert Station Road – A meeting is scheduled with local citizens for Tuesday, September 25^th, 2007, at 4:30 p.m. to explain the process of getting unpaved roads paved.

Dennis Rooker

Paving and trench widening on Barracks Road (Route 654) is scheduled to begin Wednesday, August 29, 2007. This work will be done from Old Garth Road (Route 601) to Georgetown Road (Route 656).
Broomley Road Bridge – Buckingham Branch Railroad completed repairs on Thursday, August 8^th. The bridge was inspected Friday, August 9^th, and reopened. A request has been made for VDOT’s Culpeper Structure and Bridge Division to develop an estimate for a replacement structure that would carry legal loads. A replacement project would require joint coordination between VDOT, the Railroad, and Albemarle County.

Albemarle Lake Road – Vegetation has been trimmed to improve sight distance but attempts are going to be made to secure permission from the adjacent property owner to perform spraying to vegetation on the fence line to further improve sight distance. The possibility of extending the cross pipe under the road is still under review.
Crozet Stop Sign – Modifications to the sign assembly at Route 240 and Crozet were completed August 28, 2007.
Paving, Route 810 – A 2.79 mile section of this road between Route 614 and Route 672 has been submitted as a request for inclusion in next season’s paving plan.

Redfields Subdivision - A field review found a 3-way stop with advanced warning signs exists at Sunset Avenue and Mountainwood Road. Work will be done to remove vegetation that will provide better visibility of these signs.
Blue Logo Signs – VDOT’s logo program includes agribusiness as an acceptable category as long as certain conditions are met. The general criteria and fee schedule is attached to this report. The program is contractually administered by Virginia Logos. More information can be found at www.virginialogos.com.

Route 53 Safety Study – As a result of this study, recommendations have been made to install additional warning signs along with pavement messages and rumble strips in certain locations in the Monticello area.
Traffic Conflict, Route 712 and 20 – This location is still under review by residency and traffic engineering staff.

Construction Active Construction Projects

Project No. 0618-002-6018, SR01 (Rte. 618 Bridge over the Hardware River superstructure replacement) Bridge is restricted to single lane 9’width with concrete barriers in place. Contractor is scheduled to place concrete beams for phase two on September 12.

Project No. PM-7B-07 (Asphalt paving maintenance schedule)

Rte. 742 (Avon St. Ext.) from Rte. 20 to 0.4 miles north of Rte. 1150: Paving marking to accommodate turn lanes, stop bars and incidental marking remain to complete this section.

Contractor is scheduled to begin trench widening Rte. 654 (Barracks Road) on 8-29 with paving to begin the following week. Trench widening will be accomplished during the hours of 9:00 AM to 3:00 PM and paving to be accomplished during the hours of 7:00 PM to 6:00 AM. Contractor is also scheduled to begin Rte. 29 NBL from Rte. 649(Proffit Road) to the Greene County line on 8-29. This work will be accomplished during the hours of 7:00 PM to 6:00 AM.

Preliminary Engineering

Albemarle County

Route 22 / 250 Intersection Improvements, 0022-002-104, C501

R/W is currently being negotiated and utilities have started to be relocated. VDOT, Albemarle County and Luck Stone met on July 20, 2007 to follow up discussions on the construction funding for this project. Luck Stone has received plans for the project and is currently reviewing them. VDOT will begin to draft a Memorandum of Agreement for the project and Luck Stone will determine if they will construct the project. A meeting for these two items is scheduled for September

Route 631 Meadow Creek Parkway, 0631-002-128, C502, B612, B657

The right-of-way phase continues on this project. Of 20 total parcels, 15 have either approved appraisals or offers made. Six (6) offers have been accepted, one (1) offer has been refused, and eight (8) are pending. Four (4) appraisals are awaiting plan revisions, and one (1) appraisal is not completed. Significant issues in this phase involve the Wetsel parcels, the CATEC property and City of Charlottesville property.

Route 631, Meadow Creek Parkway, U000-104-102 (City portion)

Project funding update: Additional funding as a result of HB 3202 has enabled the city to fully fund this project. The most significant remaining issue is formal city agreement to provide temporary easements for construction of the project.

Route 691 Jarmans Gap Road, 0691-002-158, C501

The survey has been updated to reflect recent development along the project. The design team is waiting on decisions by DHR/CR and Albemarle County for clearance on the impact statement for the “Tea Room” property. Once the property has been cleared, completion of design revisions will proceed.

Route 656 Georgetown Road, 0656-002-254, C501

A scoping meeting was held August 15, 2007, involving VDOT, Albemarle County staff and Board Member, Mr. Dennis Rooker. Issues brought forward were sidewalk width, crosswalk locations, the current design speed of the roadway, drainage issues, right-of-way and utilities. It has been clarified by Culpeper District design staff that the design speed is adequate and no roadway modifications will be necessary to accommodate the sidewalk. A right-of-way and utility phase will be required. Next steps will be development of preliminary plans for use in a public meeting to be held in early 2008.

Route 643 Rio Mills Road, 0643-002-P76, N501

Aerial survey is scheduled to be available in October 2007.

Route 743 Advance Mills Bridge, 0743-002-282 P101, R201, C501, B658 (Permanent Replacement Project)

Consultant design services have been secured for this project. Preliminary baseline survey information

work is being collected by VDOT survey crews. An additional parallel alignment has been added to the

two (2) existing alternatives. A citizen information meeting has been tentatively scheduled for Thursday,

October 11, 2007, at Spring Hill Baptist Church on Fray’s Mill Road. The time will be from 5:00 PM to

7:00 PM.
