In recent months, the Albemarle County Board of Supervisors, Charlottesville City Council and Charlottesville-Albemarle Metropolitan Planning Organization (MPO) have held discussions regarding improvements to public transportation services, including the creation of a Regional Transit Authority. The MPO Policy Board has approved a scope of work to create a Regional Transit Authority Plan (RTAP), which will outline how to implement the regional transit vision adopted by the MPO, City, and County. An overview of both the scope of work and funding is available in Attachment A. The full scope of work is available in Attachment B. The Board’s approval of the resolution authorizing funding (Attachment C) is requested.

Objective: By June 30, 2010, expand regional transit opportunities, while accelerating the completion of the Meadowcreek Parkway, 2 local, and 2 regional transportation projects.

This request will have a one-time cost of $50,000 for the County. The $50,000 expenditure consists of a $5,000 local match for a grant and an additional $45,000 to complete the identified scope of work. The total local match for the grant and costs not covered by the grant are shared equally with the City. Further funding details are available in Attachment A (see “RTAP Funding”).

Staff recommends the Board approve the Resolution Authorizing Funding for the Regional Transit Authority Plan (Attachment C). If approved, staff will prepare an appropriation to come forward to the Board as a budget amendment.
