BACKGROUND:

At their November 7, 2006 meeting, the Planning Commission considered this special use permit. The conceptual plan, dated 10/25/06, showed a new entrance that would have involved significant site work, expense for the church, and impacts on an adjacent property. The church requested that the recommended conditions of approval regarding that entrance be removed. The Planning Commission voted to recommend approval of the permit without requiring the new entrance. This meant that the conceptual plan needed to be revised to remove the new entrance.

 

DISCUSSION:

A revised plan, dated November 15, 2006, is included as Attachment A. This plan correctly reflects the Planning Commission’s recommendation, with no new entrance. If the Board approves this special use permit request, the date of the conceptual plan in condition 1 should be changed to November 15.

 

RECOMMENDATION:

Staff recommends that, if the Board concurs with the Planning Commission’s recommendation, it approve SP 2004-00029 with the conditions recommended by the Planning Commission, replacing condition 1 with the following:

 

“1.           The church’s improvements and the scale and location of the improvements shall be developed in general accord with the conceptual plan entitled “Application Plan SP 2004-29” ,” prepared by Lum’s Land Surveys, Inc., and dated 11/15/06.”
