BACKGROUND:

The residents of Green Creek Road (State Route 630) have requested that “Watch for Child Playing” signs be installed along a section of the road located between Route 6 and the Nelson County line (Attachment A). There are 10 homes with 8-10 children along this stretch of the road. There is a concentration of homes at the intersection of Route 6 and Green Creek Road.  VDOT requires a resolution supporting the placement of “Watch for Child Playing” signage from the Board of Supervisors before any signs can be installed.

DISCUSSION:

The County has developed criteria for reviewing a “Watch for Child Playing” sign installation request. The criteria, and staff comments on this request, are provided below.

 

“Watch for Child Playing” signs shall be considered on secondary roads.

Green Creek Road is in the secondary road system (Route 630). This section of road is currently unpaved and has a daily traffic count of 60 vehicle trips/day. It is a through road to Nelson County.

 

The request must come from a Homeowner’s Association where applicable.

There is no organized HOA on this road, but six of the 10 residents along this portion of the road have signed a petition requesting the installation of “Watch for Child Playing” signs.

 

There must be a child activity attraction nearby for the sign to be considered.

There is no established child activity area such as a park or tot lot on Green Creek Drive, nor is there any sidewalk or pathway along this road.  Due to these absences, the children that live on this road often have to walk and/or bike on the road to visit other homes that may have a swing, basketball court or open field for play.  There are approximately 8-10 young children living along this section of road. Staff believes that “Watch for Child Playing” signs will give notice to the traveling public that children may be in the area and using the road to get from one home to another.

 

The installation of the sign shall not conflict with any existing traffic control devices:

The proposed location of the signs will not conflict with any existing traffic control devices.

 

This request meets 3 of the 4 review criteria. There are no formal/central child activity attraction areas on the road (Criteria 3). However, given the number of children in the neighborhood and the lack of sidewalks, it is staff’s opinion that this request for the installation of “Watch for Child Playing” signs has merit in this location.

 

BUDGET IMPACT:

The cost to install a “Watch for Child Playing” sign is $125. This cost will be paid from the County’s Six Year County road maintenance fund.

 

 

RECOMMENDATIONS:

Staff recommends that the Board of Supervisors adopt the attached (Attachment B) resolution supporting the installation of “Watch for Child Playing” signs on Green Creek Road (Route 630), from Route 6 to the Nelson County line.
