APPLICANT/OWNERS: Thomas Jefferson Foundation with Rieley & Associates consulting is the applicant and the property is owned by the University of Virginia Foundation.
The Thomas Jefferson Foundation seeks to construct 50 additional parking spaces for the Thomas Jefferson Parkway, which includes the Saunders-Monticello Trail and Kemper Park related to Monticello. The site is located adjacent to Route 53, near its intersection with Route 20 on the Blue Ridge Hospital site. This use is permitted as a special use permit in the Rural Areas Zoning district under Section 10.2.2.46 Off-site parking for historic structures or sites with supplemental regulations.
The Thomas Jefferson Parkway parking area of 12 spaces is currently inadequate for the usage of the park and trails. This parking area south of Route 53 cannot be expanded due to easement restrictions on that site and an appropriate site north of Route 53 on the adjacent Blue Ridge Hospital property has been found to construct a parking lot.
Staff has identified the following factors, which are favorable to this rezoning request:
o The parking has been located to have minimal impacts to surrounding properties while providing safe and convenient access to trail users.
o The Monticello-Saunders Trail and Kemper Park (Thomas Jefferson Parkway) provide a recreational and cultural asset to the County.
o This proposal will not affect future development of the Blue Ridge Hospital site in accordance with the Master Land Utilization Plan.
One unfavorable factor to this request:
o The proposal requires upgrades to the entrance to Dairy Barn Road on Route 20.
Staff recommends approval of SP 2006-007 and a site plan waiver with conditions as noted at the end of this report.
