BACKGROUND:

The Board of Supervisors has endorsed a strategic objective in the draft 2007/2010 Strategic Plan related to master planning which states as follows:

 

By June 30, 2010, increase citizen satisfaction with the County’s Development Areas by completing Master Plans for all of the County’s Development Areas

 

In considering the best way to successfully address this objective, staff has created a “master” Master Plan schedule and examined the organizational impacts of creating and implementing all the required Master Plans.  These items will be reviewed with the Board during this presentation.

Objective 4.1– By June 30, 2010, increase citizen satisfaction with the County’s Development Areas by completing Master Plans for all of the County’s Development Areas

 

DISCUSSION:

Completing the master plans, moving into implementation phases and eventually moving into the five year plan review cycle required for each plan will have specific impacts on the organization.  These impacts will come both in terms of needed resources and functions necessary to keep all the master plans moving forward successfully.

 

As staff evaluates resource needs and determines the best way to organize efforts across functional areas to ensure the success of the master plans, it is important to take a longer term look at how the master plan schedule is set up and how the impacts will be felt over a five year period and beyond.  At any given time during this five-year period, the county will be managing multiple plans at various stages in locations around the county, culminating in reaching an active implementation stage for all six master plans and completing the first five-year review of the Crozet Master Plan by year 2009/10 if the current schedule is met. 

 

This five-year schedule is demonstrated graphically at the end of this discussion section.  As is indicated in the chart below, the master planning effort has been examined in three distinct stages – actual plan preparation and adoption, early implementation, and plan review/new urban form.  Each of these stages requires a different level of involvement from different functional areas of local government. 

 

This presentation is intended to share a longer term look at master planning from an organization-wide perspective with the Board of Supervisors and give an overview of expected impacts and activity from involved departments and staff.
