BACKGROUND:
County policy requires that any agency that has surplus County funds at the end of the fiscal year must return those funds to the County or request approval from the Board of Supervisors to retain those funds for specific uses. The Health Department has carry-over funds in the amount of $19,026 from their FY06 budget and is requesting approval from the Board to use those funds for FY07 identified needs.

DISCUSSION:
The Health Department has identified $35,152 in local carry-over funds, $19,026 from the County and $16,126 from the City. They propose to use these one-time funds for two major areas: Records Retention/Storage and Pandemic Flu/Disaster Planning. The Records Retention funds would be used to provide for additional filing units, as well as staff time to purge and scan documents into a new system. Funds for Pandemic Flu and Disaster Planning would be used to continue to fund two current temporary positions for an additional three months to provide support to the private and public sector businesses.
The attached request outlines the specific expenditure categories for the total $35,152.
BUDGET IMPACT:
The budgetary impact is $19,026 that will not be returned to the County’s general fund balance.
Staff recommends approval for the Health Department’s request to retain $19,026 in FY06 local carry-over funds.
