RESOLUTION

 

            WHEREAS, the Virginia Department of Conservation and Recreation and Virginia Department of Transportation have determined that Plank Road  (Route 692) between Route 250 and Route 29 qualifies for designation as a Virginia Byway; and

 

            WHEREAS, the Board of Supervisors of Albemarle County, Virginia, properly advertised and held a public hearing on October 5, 2005, to receive comments from citizens on this request; and

 

            WHEREAS, Plank Road has scenic assets that include rolling terrain, open agricultural fields, hedgerows, groves of trees, forest, woodlands, streams, low walls of local stones and brick; and

 

WHEREAS, Plank Roadís history includes an appropriation of $50,000 in 1825 from the Virginia General Assembly for the construction of the original 43 mile dirt road that served as a link between Staunton and Scottsville; and

 

            WHEREAS, the designation of a Virginia Byway offers opportunities for tourism and economic benefits to localities; and

 

            WHEREAS, the designation of a Virginia Byway does not affect land use controls and road improvements; and

 

WHEREAS, the land along Plank Road between Route 29 and Route 250 is zoned Rural Areas and is designated as Rural Areas in the Countyís Comprehensive Plan; and

 

WHEREAS, the zoning does not allow for dense residential or commercial development and allows for uses such as agriculture, forestry and detached single family dwellings; and

           

WHEREAS, Plank Road travels through the Historic District of Batesville; and

 

WHEREAS, the Batesville Ruritan Club is a diverse and representative civic organization serving the Batesville and Plank Road area that supports the designation of  Plank Road as a Virginia Byway; and

 

WHEREAS, the Board of Supervisors of Albemarle County, Virginia, desires that Plank Road be included as a Virginia Byway in the next printing of VDOTís State Scenic Byway Map that will be heavily distributed for the 2007 Jamestown Celebration.

 

             NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Albemarle County, Virginia, hereby supports the designation of Plank Road (Route 692) between Route 250 and Route 29 as a Virginia Byway and requests that the Commonwealth Transportation Board take all necessary actions to effect a designation of this section of Plank Road as a Virginia Byway.
