A special use permit is requested to allow an expansion to an existing church in the Rural Areas.

The applicants plan to add a fellowship hall of approximately 1,500 square feet onto the existing Wildon Grove Baptist Church, which is approximately 1,700 square feet in size. The existing parking areas are grass and provide 23 spaces. There are no new parking spaces required but the church may use other grassed areas of the site. (see Application Plan Attachment B) The new addition will involve demolishing an existing historic 666 square foot detached fellowship hall. The church is an existing nonconforming use that requires a special use permit in order to expand.
The property is approximately one acre in size and is located at the end of Wildon Grove Road, near the Orange County line with Albemarle. The property is located within the Southwest Mountains Rural Historic District. The building to be demolished is a contributing structure to the district and was built in 1929. The existing sanctuary was built in 1970.
This special use permit will allow an addition to Rural Area Church to allow additional space to serve the existing congregation. This proposal will involve demolition of a historic resource, the existing fellowship hall. The structure is in severe disrepair and is no longer meeting the space needs of the church. Documentation of the resources is recommended as condition of special use permit approval. No other impacts to resources in the Rural Areas are expected.
Staff recommends approval of SP 04-053 with the following conditions:
1. The site shall be developed in general accord with the plan entitled “Application Plan for Special Use Permit 2004-53,” revised June 13, 2005;
2. The area of assembly shall be limited to the existing 94 seat sanctuary;
3. There shall be no day care center or private school on site without approval of a separate special use permit;
4. The existing fellowship hall building (as labeled on the Application Plan Attachment C) and site shall be documented by an architectural historian, or other qualified person approved by staff, prior to proceeding removal.
