AGENDA TITLE:

STA Work Session: STA-01-08, Comprehensive Revision of the Subdivision Ordinance.

 

SUBJECT/PROPOSAL/REQUEST:

Amend Chapter 14, Subdivision of Land, of the Albemarle County Code, to comprehensively revise the subdivision regulations by amending most existing regulations, repealing or adding other regulations, and reorganizing Chapter 14 and renumbering many existing regulations.

BACKGROUND:

 At the January 12, 2005 Board of Supervisors meeting, Board members reviewed outstanding issues for discussion and consensus.  The Board asked staff to make changes to the ordinance and bring back the amendments for a final worksession in March for a public hearing in April.

 

 

STRATEGIC PLAN:

Goal 2.1: Protect and/or preserve the County's rural Character

Goal 3.3: Develop and implement policies that address the County’s growth and urbanization while continuing to enhance the factors that contribute to the quality of life in the County.

 

 

DISCUSSION:

Attachment A contains the draft Subdivision Text Amendment reflecting the Planning Commission’s recommendations as well as the changes requested by the Board of Supervisors at their January 12, 2005 worksession.  Attachment B contains the comprehensive summary of the proposed changes. 

 

 

RECOMMENDATIONS:

Staff recommends that the Board review the attachments and use the worksession to clarify any desired modifications to the draft amendment.  Staff also recommends that the Board set a public hearing on the ordinance amendment for April 20, 2005.
