The Ridge Homeowners Association of Key West subdivision expressed their concerns for the safety and potential failure of one of the dams in the Key West subdivision in a letter dated 3 May 2004 (included in report), as well as at the May 5th Board of Supervisor meeting.
Goal 3 - Enhance the Quality of Life for all Citizens.
This specific dam is traversed by the privately maintained portion of Key West Drive (north of the Key West Drive/Northwest Lane intersection). It serves as the primary means of access to 20 dwellings and the recreation center. In the Spring of 1997 the Engineering Department responded to a similar complaint by the residents, conducted an inspection, and provided the homeowners association with a letter report dated March 6, 1997. A copy of this report is included in the new report. Due to public safety concerns for access by the residents, fire & rescue, and school buses, County staff conducted an inspection of this dam on May 6, 2004. A report summarizing Engineering’s observations, as well as the conclusions and recommendations on remedial actions has been attached below.
It would be appropriate for a discussion regarding whether the County has an ownership interest in the dam and the County’s legal options regarding repair, maintenance, and liability to take place in a Closed Meeting. The County Attorney can be prepared to address these issues in a Closed Meeting at the Board’s request.
