CPA 2003-07 Crozet Master Plan Comprehensive Plan Amendment

Amend the Land Use Plan section of the Albemarle County Comprehensive Plan by replacing the existing profile of the Crozet Community with new land use policies, guidelines, recommendations, goals and strategies for future development within the Crozet development area.

BACKGROUND:

At the meeting of April 7, 2004, the Board of Supervisors concurred with staff’s suggested review process for the Crozet Master Plan Comprehensive Plan Amendment.  The May 5 work session focused on the role of the Master Plan within the context of existing growth management policy as well as the organization and key features of the document.  The third component of the review process is a discussion of the critical elements and implementation measures recommended by the Plan.  Board members should bring the copies of the Master Plan amendment language they received previously.

 

STRATEGIC PLAN:

2.1 Protect and/or preserve the County’s rural character; and, 3.3 Develop and implement policies that address the County’s growth and urbanization while continuing to enhance the factors that contribute to the quality of life in the County.

 

DISCUSSION:

At its April 7 meeting, the Board agreed that the third component of its review of the Planning Commission’s recommendation would center on key elements of the Master Plan including the land use map, transportation and infrastructure, parks and greenways, and costs, funding and timing associated with infrastructure.  In its upcoming presentation, staff will discuss these key elements within the context of each of the three geographic sectors of the community: Downtown, Crozet – West, and Crozet – East. In particular, attention will be focused on the relationships among these key elements, within and between geographic sectors, and the respective roles they play in implementing the Master Plan.   Attachments A, B and C set forth the Plan’s recommendations for each sector, along with priorities and strategies for their implementation.  Attachment D includes cost, funding and timing information associated with these strategies.
