BACKGROUND:

The Ravens Home Owners Association, representing the Ravenswood neighborhood, has requested that VDOT install two Child At Play signs on Ashwood Boulevard.  This request requires a resolution of support from the Board of Supervisors to VDOT. Ravenswood is a section of the South Forest Lakes development. It is located off Ashwood Boulevard to the right as one exits Route 29. (see Attached Map)

 

 

STRATEGIC PLAN:

3.1 Make the County a Safe and Healthy Community in which citizens feel secure to live, work and play.

 

 

DISCUSSION:

 

Consideration of this request requires evaluation of the following issues per County policy:

 

1. “Child At Play” signs shall only be considered on secondary roads.

Ashwood Boulevard (State Route 1670) is in the Secondary Road System.

 

2. The request must come from a Homeowner’s Association where applicable.

Please find attached a letter from the Ravens Home Owners Association.

 

3. There must be child activity attraction nearby for the sign to be considered.  

Children from the Ravenswood neighborhood have to cross Ashwood Boulevard to meet the school bus. Also, children from Ravenswood have to cross Ashwood Boulevard to access the playground located in Ashland (a residential area across from Ravenswood). Children also cross Ashwood Boulevard to access trails along Ashwood Boulevard. Staff believes there are sufficient child attractions in this area to meet this criterion. A Child At Play sign at this location will serve to warn vehicles that children may be crossing Ashwood Boulevard. Staff does not believe these signs will encourage children to play on Ashwood Boulevard.

 

4. The installation of the sign shall not conflict with any existing traffic control devices.

The proposed location of the signs will not conflict with any existing traffic control devices.

 

RECOMMENDATION:

Staff recommends the Board of Supervisors endorse the attached resolution supporting the installation of Child At Play signs on the street noted above.
