BACKGROUND:

The Foxcroft Owners Association has requested that VDOT install Child At Play signs on Foxvale Lane and the Southern Parkway.  This request requires a resolution of support from the Board of Supervisors to VDOT. Foxcroft subdivision is located off Avon Street Extended next to the Mill Creek subdivision. (see Attached Map)

STRATEGIC PLAN:

3.1 Make the County a Safe and Healthy Community in which citizens feel secure to live, work and play.

DISCUSSION:

Consideration of this request requires evaluation of the following issues per County policy:

1. “Child At Play” signs shall only be considered on secondary roads.

Foxvale Lane (State Route 1141) and Southern Parkway (State Route 1165) are in the Secondary Road System.

2. The request must come from a Homeowner’s Association where applicable.

Please find attached a letter from the Foxcroft Owners Association.

3. There must be child activity attraction nearby for the sign to be considered.

The residents are requesting Child At Play signs on Foxvale Lane. The clubhouse, playground and pool are adjacent to Foxvale Lane. Additionally, the residents have also requested a Child At Play sign on Southern Parkway near its intersection with Foxvale Lane. There is a large play field adjacent to Southern Parkway that attracts children to play football, soccer, etc.

Staff supports the installation of Child At Play signs at these two locations.

4. The installation of the sign shall not conflict with any existing traffic control devices.

The proposed location of the signs will not conflict with any existing traffic control devices.

RECOMMENDATION:

Staff recommends the Board of Supervisors endorse the attached resolution supporting the installation of Child At Play signs on the streets noted above.
