The Piedmont Housing Alliance and Jordan Development Corporation Announce Start-Up of Crozet Meadows Apartments Project

The Piedmont Housing Alliance (PHA) and Jordan Development Corporation (JDC) are proud to announce the start-up of the $7.9 million Crozet Meadows Apartments Project in Albemarle County, which includes $4.7 million in construction spending to produce 66 affordable apartments in Crozet for low-income elderly residents.


The groundbreaking ceremony will be held on Monday, October 5, 12:00pm-1:00pm at the property at 5800 Meadows Drive in Crozet. Dignitaries from Washington, Richmond, and Albemarle County will be on hand to celebrate construction start up, including US Representative Tom Perriello and Members of the Albemarle County Board of Supervisors, among others. Lunch will be served.

The Crozet Meadows Affordable Elderly Housing Project will rehabilitate 28 existing apartments and construct 38 new units for occupancy by very low-income and extremely low-income elderly residents. All units will be one-story, one-bedroom, combined in 13 quadplexes and 7 duplexes, meeting Universal Design and EarthCraft accessibility and sustainability standards.

Funding and support for the project has been secured from the following agencies: US Department of Housing and Urban Development, USDA’s Rural Development Agency, Virginia Housing Development Authority, Virginia Department of Housing and Community Development, Virginia Community Development Corporation, Albemarle County, Crozet Crossings Trust Fund, Perry Foundation, an Anonymous Donor, Jordan Development Corporation, Piedmont Housing Alliance, Community Energy Conservation Program, Thomas Jefferson Planning District Commission Regional Housing Consortium, and Virginia National Bank.

All the units will be accessible in compliance with Universal Design standards, and the development is a role model in Albemarle County for multi-family green building. It will achieve EarthCraft certification on both the rehabilitation and new construction. This will reduce the impact on the environment of the materials used, provide safer and more comfortable residences, and reduce utility costs to the residents and utility usage for the County.

JDC is a 501(c)(3) non-profit organization created in 1970 for the purpose of developing and operating housing for low-income elderly and disabled persons in Charlottesville and Albemarle County, Virginia. Founded in 1983, the Piedmont Housing Alliance (PHA) is a regional non-profit (501)(c)(3) organization dedicated to improving the lives of low and moderate income families by creating housing and community development opportunities in Charlottesville and five surrounding counties.

From Charlottesville, take 64 West to the Crozet Exit (107); turn right onto Route 250. Go 2 miles to the intersection of Route 240. Take a left; proceed 0.2 miles to Meadows Drive on the left.
