Rio29 Small Area Plan adopted

The Rio29 Small Area Plan has been adopted by the Albemarle County Board of Supervisors. The Rio29 Small Area Plan puts forth a vision to transform the Rio29 area into a walkable and vibrant community – one that is a connected multimodal hub, with a diverse, mixed use character, and enhanced conservation of natural resources for the 400 acres of land surrounding the Rio Road and Route 29 intersection. What is a Small Area Plan?
A small area plan is planning tool used to define a detailed plan for urban development and redevelopment in a focused area of strategic importance. The vision is guided by stakeholders that live, work, and play in and around the area and by the strategic goals adopted by the Board of Supervisors through the Comprehensive Plan, Places29 Master Plan, and the Board’s Strategic Plan. The Rio29 Small Area Plan incorporates the new Rio Road Grade-Separated Intersection with future land use, transportation and capital projects in the area and creates a road map for implementation.

This planning process began in Spring 2016. The final step in the process was amending the Comprehensive Plan, which the Board voted to approve at its meeting on Wednesday, December 12.

What’s next for Rio29?
During the planning process for the Rio29 Small Area Plan, the Board approved an expedited application review process for projects seeking to implement the new vision for the area. Community Development received the first application for this expedited process this fall.

In 2019, the plan will move into implementation. Exploration of a form-based code to support the land use vision, improvements to the review process, formation of public-private partnerships and finance incentives, and a series of transformative projects will begin to move these ideas towards reality.
