Albemarle County Announces Stormwater Utility Frequently Asked Questions

Today, Albemarle County has a comprehensive water resources program that complies with federal and state mandates. Since 2014, the County has been considering how best to support an enhanced program to meet growing community expectations. This multi-pronged approach includes proactively managing public portions of the drainage infrastructure system, primarily in the urban areas, and addressing stream impairments, primarily in the rural areas.

Based on recommendations from an appointed stakeholder advisory committee, the County and the Board of Supervisors has been exploring the appropriateness of implementing a county-wide stormwater utility. A utility is a funding mechanism that charges a fee based primarily on the amount of impervious surface on a property. Utilities are currently used by over 20 local governments in Virginia.

We wanted to provide an opportunity for interested members of the community to stay informed about the County's consideration of a stormwater utility:

The Board of Supervisors is expected to continue its discussion regarding the stormwater utility at a work session on April 11, with an emphasis on a proposed rate structure and credit policy, a plan for public awareness and engagement, and alternatives for moving forward. Any decision to enact a utility would occur no earlier than late summer 2018. Following the Board meeting and if directed by the Board, staff will initiate an extensive community engagement process to share information regarding the proposed policy and receive feedback. The County will also introduce a website by which property owners can look up their fees based on the proposed rate and credit policy.
