Roundtable Discussion on Albemarle County’s Cash Proffer Policy Scheduled

On Thursday, May 15, 2014, Albemarle County will host an open roundtable discussion regarding the County’s cash proffer policy. The roundtable will be held from 4 to 6pm in room 241 of the County Office Building, 401 McIntire Road, Charlottesville.

The current policy addresses the impacts of residential development as a result of rezoning on schools, public safety, libraries, parks and transportation. It establishes general guidelines, the methodology for calculating the cost of impact on public facilities, and the maximum cash proffer that will be accepted for various types of dwelling units. Operational costs are not included in the policy as those costs are covered by taxes and fees.

While the County anticipates that undeveloped land will be developed accordingly, rezoning that result in a greater number of residences than could otherwise be achieved under current zoning strains public facilities, accelerating the need for improvements. Without an adequate means of funding these improvements, the level of service provided to all the residents of the County will diminish.

Concerns have been raised that the existing policy is having unintended and negative impacts. Consequently, the County would like to engage all those interested in the cash proffer policy. At the roundtable the community will be encouraged to discuss any concerns or ideas they may have about the proffer policy.
