Public Hearing on Proposed Changes to Expand Industrial Land Options
As part of Albemarle County’s Economic Vitality Action Plan implementation, the Board will hold a public hearing on proposed changes to the County Zoning Ordinance aimed at modernizing the ordinance to help support the County’s target industries and basic manufacturing functions on March 13th at 6:00 pm at the County Office Building on McIntire Road. The changes will provide expanded location options for manufacturing, assembly, research and development and other types of businesses.
The nature of the manufacturing industry has changed over time, and evolving industrial operations are low in impact and compatible with many types of surrounding establishments. County staff has worked with manufacturing and business leadership to understand how industry has changed over time and incorporated their feedback into the proposed changes. Zoning Ordinance changes are intended improve access for the County’s target industries including high-tech/R&D enterprise and also small “Mom& Pop” businesses - such as towing companies and landscaping companies, as well low impact, light-assembly manufacturers.
Key features of the proposal include:
- Provisions for up to 4,000SF of certain industrial uses as by-right uses in the commercial districts, such as small scale R&D enterprise;
- Introduction of the Special Exception process for certain industrial uses over 4,000SF in the commercial districts, which reduces potential development review fees and carrying costs as compared to a special use permit process;
- Introduction of a special use permit allowance for some commercial uses in the industrial districts, as compared to the current ordinance which does not permit them in industrial districts;
This Industrial ZTA builds on the work done with the Home occupation zoning in the rural areas, which lowered fees and reduced application processing requirements.
