Albemarle Names New Assistant County Executive

Albemarle County has named Douglas Walker as its new Assistant County Executive for Community Services effective  April 1, 2013.  Walker, who is replacing Bryan Elliott following his retirement in December, 2012, will supervise the County’s Social Services, Housing, Police, Fire Rescue, Community Development and Parks and Recreation departments.  He will also serve as a liaison representing Albemarle County to a wide variety of community agencies and organizations.

“We are very pleased to bring someone with Doug’s leadership skills, managerial expertise and local government experience to Albemarle County”, said County Executive Tom Foley in announcing the selection.  “His experience in managing a full range of government services and in collaborating with community partners will be great assets to the County in this critical leadership position.”

Walker brings over 23 years of direct experience in local government operations in Virginia to his new position.  Most recently Walker served as County Administrator in Shenandoah County where he managed a full-time staff of over 100 employees providing local government services to a diverse community of 42,000.  

Previously, Walker served as City Manager for Waynesboro and in senior leadership positions in Spotsylvania and Southampton Counties that provided full exposure to a wide variety of government services and issues.

“We were particularly impressed with Doug’s focus on implementing aspects of high performance organizations, including performance accountability and alignment of organizational values at all levels of a governmental organization,” said Foley.  “That focus makes him a great fit for Albemarle’s commitment to excellence in all aspects of our operations.”

Walker has a Bachelor of Arts in Political Science from Appalachian State University and a Masters of Urban and Regional Planning from Virginia Commonwealth University.  He is active in local government professional organizations including the International City/County Management Association and the Virginia Local Government Management Association.
