Albemarle County Names New Finance Director

Albemarle County has named Betty Burrell as its new Director of Finance effective June 13, 2011,  to replace Richard Wiggans who retired in February, 2011.   Burrell brings to the position 30 years of progressively responsible leadership in large, complex government finance operations, serving since 2007 as Chief Financial Officer for the City of Portsmouth, Virginia, where she was responsible for leading the city’s financial operations and management with a $547 million operating and $450 million capital budget.

“We are very pleased to have someone with Betty’s skills and experience join our staff as Finance Director,” said County Executive Tom Foley. “This is a very critical position particularly during these continued challenging economic times, and we feel that Betty’s background and expertise will be a great asset to the County.”

Prior to her employment with the City of Portsmouth, Burrell served as Director of Finance for the City of Fort Lauderdale, Florida, where she planned, organized, managed and led all programs and activities of the Finance Department for Florida’s 10th largest city with a budget of $499 million. 

Burrell has also served as Deputy Director of Finance along with several other finance-related positions for the City of Richmond in Virginia and as County Treasurer for New Kent, Virginia.

She received a Bachelor of Business Administration from Averett University in Danville, Virginia, and a Master of Science in Administration with concentration in Public Administration from Central Michigan University in Pleasantville, Michigan.  Burrell is a member of the UVA Weldon Cooper Center for Public Service Senior Executive Institute Program, Class of 2010.
