FACULTY BIOS

Jennifer E. Behrens, MSW
Jennifer Behrens, an Albemarle County native, has been responsible for overseeing data management in the County's Department of Social Services for the past two years. Jennifer has a BA in Psychology from the University of Virginia, a Masters in Social Work from Virginia Commonwealth University, and is currently enrolled in the VCU School of Government's PhD program for Public Policy and Administration. Jennifer is a wife, a mother of two daughters, and enjoys running, rowing, cooking and gardening in her spare time.
Elizabeth-Latta Brother, MA, PhD
Elizabeth-Latta Brother is the Technology Training Specialist in Human Resources. She has over 15 years of professional training experience and has worked previously in both the private and non-profit sectors. Elizabeth-Latta holds a BA in English from Randolph-Macon Woman's College, and an MA and PhD in English Literature from Indiana University.
Pam Carter
Pam Carter is a certified occupational health nurse and has been employed with the County for three years. She has worked in this field for 20 years in various types of work environments and thoroughly enjoys her role. Pam graduated from James Madison University with a degree in Occupational Health Management.
Lee Catlin
Lee Catlin is the Community Relations Director for Albemarle County, where she oversees media relations, public information, the county's website and Intranet, community engagement and neighborhood outreach. Lee graduated from the University of Virginia with Bachelors Degrees in English and Speech Communication, and has completed extensive training in media relations, communications planning, crisis management and group facilitation skills among other topics.
Elaine Echols, AICP
Elaine Echols has been a Planner in city, town, county, and regional government for over 25 years, having worked for cities in Texas and Waynesboro, the Town of Blacksburg, and the New River Valley Planning District Commission.She has been with Albemarle County for the last 13 years. She has a Masters of Urban and Regional Planning from Texas A&M University and has taught planning courses at Virginia Tech and the University of Virginia.
Bryan Elliott
Bryan Elliott has been involved with local government and public airport administration for over 27 years and currently serves as Assistant County Executive for Community Services. He received a Masters of Administration degree from Lynchburg College and a Bachelors of Science degree from James Madison University. It has been rumored that on any given afternoon or weekend you can find Bryan foolishly trying to keep pace with Chief Dan Eggleston and Bill Letteri as they ride mountain bikes in the County.
Naomi Gilliam
Naomi Gilliam is a Human Resources Generalist for local government and has been with Albemarle County since 1994. Naomi believes that stellar customer service is of utmost importance. She has conducted interview training for the past five years for Albemarle County.
Linda Hemby
Linda Hemby is a bilingual and bicultural sociologist with dual nationality (U.S. and Salvadoran) who works for Albemarle County Social Services. Additionally, she is an active member of Creciendo Juntos, a local non-profit organization dedicated to Latino/Hispanic issues in our community.
Kevin Hoschar
Kevin Hoschar is a trainer who believes that learning most often happens when people are having serious fun. Regardless of the topic, he finds a way to involve participants in experiences that bring out answers and questions from within. Kevin has been a trainer/consultant for over 25 years.
Rebecca Mason, MSN, RN, CS, CEAP
Rebecca Mason works with the University of Virginia's Faculty and Employee Assistance Program. She has extensive experience with substance abuse issues, helping employees deal with acute and chronic mental illness, problems affecting one's job, and trauma and crisis management.
John McQuilkin, MEd
John McQuilkin is a Management Analyst in Human Resources, focusing on compensation and benefits. A former middle school teacher, he has worked for several nonprofits in the Washington, DC area and more recently for the University of Virginia prior to joining the County. John has a Masters in Education from Marymount University.
Britton Miller
Britton Miller has been the Community Engagement Specialist in the Office of Community Relations for almost three years. Her prior experience includes work for various nonprofits and governmental agencies, with a focus on community collaboration and involvement in the creation of new programs. She has a bachelor's degree in Literature and Creative Writing and is living proof that a liberal arts degree can be preparation for a wide variety of professional contributions. She believes that providing opportunities for meaningful public participation can enrich our service to the community and strengthen our relationships with community members.
Maryfrances Porter, PhD
Maryfrances Porter is the Intervention Team Leader at the Charlottesville/Albemarle Commission on Children and Families, as well as a licensed Clinical Psychologist. She has coordinated, managed, and worked on research studies since 1991, and currently leads the collaborative local efforts aimed at developing comprehensive, family driven, child centered, strengths based, and culturally proficient systems of supports and services for local children with mental health needs and their families. Maryfrances received her BA in Psychology from Emory University, and her PhD in clinical psychology (emphasis in community psychology) from the University of Virginia.
Sandy Snow, MEd
Sandy Snow holds a Masters of Education from Brigham Young University, as well as a Bilingual Endorsement through the State of Arizona. She has been teaching now for over 10 years and finds great joy working with others as they learn the Spanish language.
Frank Squillace
For the past 15 years, Frank Squillace has specialized in customer service reviews and training while working for local organizations such as Martha Jefferson Hospital and the Church of the Incarnation. His unique style of mixing real-life experiences with humor has assisted numerous businesses, government agencies, schools, healthcare facilities, and not-for-profits throughout the East Coast and Canada. Frank is the proud father of two children.
Tex Weaver
Tex Weaver is the Manager of the Office of Geographic Data Services (GDS) within the Albemarle County Department of Community Development, where he has worked for over 19 years. Prior to moving to Albemarle County in 1990, he worked in the Washington DC area as a Geographer for the Department of Commerce, US Census Bureau and as a Cartographer for Earth Satellite Corporation. Tex graduated from Radford University with a degree in Geography and Urban Planning and recently became a certified Virginia Master Naturalist providing education, outreach and stewardship services to benefit the management of natural resources and natural areas within the Albemarle community.
Louise Wyatt, MPA
Louise Wyatt is the County's Organizational Development Manager in Human Resources. She has been with the County for over five years and has previous experience teaching middle school as well as performance-based budgeting to Washington, DC government managers. She has a BA in History from the University of Virginia and a Masters in Public Administration from Virginia Tech.
