Belvedere Site Work Completion

Project Scope

Complete the Belvedere Boulevard and the Residential "Block" roads, drainage, water, sanitary sewer and related construction according to the approved development plans and current inspection reports, as well as prepare as-built drawings and documents needed for Virginia Department of Transportation (VDOT) and Albemarle County Service Authority (ACSA) acceptance of the improvements.  This project will be conducted in 2 phases:  Phase 1 is Belvedere Boulevard from Rio Road to Free State Road (RR bridge);  Phase 2 is the remaining Belvedere Boulevard (Free State Rd. to the Village Green) and the residential "Blocks" (3, 4A, 5A, 6B & 9A).

The developer's performance bonds for "Belvedere Phase 1" and "Belvedere Phase 1, Blocks 3, 4A, 5A, 6B & 9A" were secured by six letters of credit from Wachovia Bank.  The County demanded payment on the letters of credit securing the bonds in January 2009.  These funds are being used to complete the specific improvements secured by these bonds.

Phase 1 Project - Belvedere Boulevard:

  • Meeting to be scheduled with developer to resolve funding.
  • Director of Community Development sent letter (11/16/12) requesting developer notify the County of their intent to either complete the work or provide additional funds.
  • Replacement of the cracked or broken curb sections was completed under the Phase 1 Project contract with S.L. Williamson.
  • Virginia Department of Transportation determines that the existing base asphalt is of an inferior quality and removal of all base asphalt will be required.  Bond proceeds are not sufficient to cover this work.  Project on hold pending resolution of funding.
  • Notice to Proceed issued to S. L. Williamson Company December 2, 2011.  Contract amount $418,866.37.

Phase 2 Project - Residential Blocks:

  • Final draft plan review completed and comments being addressed by WW Associates.
  • Completed file and inspection report review, punchlist inspections, and preparing project scope of construction and design services.
