Crozet is a special place with a strong identity. Those who participated in the Crozet Master Planning process remember the saying heard frequently: "all roads lead to downtown." The Crozet Master Plan identified downtown as the largest and most important of the centers of residential and economic activity. To implement the Master Plan vision for the downtown area, changes need to be made to the zoning currently in place. The County hired Community Planning+Design to work with County staff and the Crozet community to develop recommendations to make downtown zoning consistent with the Master Plan vision of a pedestrian-oriented, mixed use center for the community.

The following community goals have contributed to the Downtown Zoning recommendations:

  • Create a more pedestrian-friendly environment
  • Make downtown easier for infill and redevelopment
  • Increase the utility of the land
  • Encourage employment in downtown
  • Maintain the uniquely diverse character of Crozet
The new Crozet Downtown Zoning Text Amendment and Zoning Map Amendment were approved by the Board of Supervisors on June 11, 2008.  For more information, please see Background Materials below.  Regulations for the Downtown Crozet Zoning District can be found online in the County Code.

Board of Supervisors Worksession (Monday, March 17, 2008)
The Board of Supervisors held a worksession on Monday, March 17, 2008, following their special budget worksession meeting which started at 1pm at the County Office Building on McIntire Road, to review the draft zoning text amendment for the Downtown Crozet Zoning District and corresponding comprehensive zoning map amendment recommended by the Planning Commission.

Planning Commission Worksession - January 29, 2008
The Planning Commission held a worksession on Tuesday, January 29, 2008, at their regular 6:00 p.m. meeting, to review and discuss the Crozet Downtown Zoning project. Discussion included review and recommendation on proposed regulations for a new Downtown Crozet Zoning district and boundaries for a potential County-initiated rezoning to the proposed zoning district. The Commission was asked to review and provide specific comment on:  Proposed By-right & Special Use Permit Uses permitted by the proposed Downtown Crozet Zoning district regulations; Boundaries of County-Initiated Rezoning; Buffer/Screening Adjacent to Residential Districts requirements of the proposed downtown Crozet Zoning district; Information regarding potential impacts of a County-initiated rezoning, including implications to the Entrance Corridor & Architectural Review Board (ARB) guidelines.

Planning Commission Worksession - November 27, 2007
The Planning Commission held a worksession on Tuesday, November 27, at their regular 6:00 p.m. meeting, to review and discuss the Crozet Downtown Zoning project. Discussion included regulations the Commission recommended be modified in their last worksession (10/30/07): requirement for mixed use, further reduction in parking requirements, and the requirement for an average maximum residential unit size.  This worksession also focused on implementation of the zoning district and recommendation for boundaries, should the County comprehensively rezone portions of Downtown Crozet.

Planning Commission Worksession - October 30, 2007
The Planning Commission held a worksession on October 30, 2007, to review and discuss the Crozet Downtown Zoning project, with a focused discussion on a recommendation for a single Downtown Crozet Zoning District and the zoning regulations to be established for that district.  Topics include: building setbacks, building height, land uses, the requirement for mixed use, parking requirements, sidewalks, landscaping, and buffer/screening requirements.

The primary purpose of this work session was informational to provide an overview of the public process to date and for presentation of the recommended draft Crozet Downtown Zoning concepts and boundaries by the consultant. This provided an opportunity for the Commission to get an initial understanding of the concepts and ask questions. Public comment was received and no action was taken by the Commission.
