Schematic Design Approved by the Board of Supervisors July 3, 2009

 

The Crozet master planning process established a new and expanded public library in downtown Crozet as a critical priority. Based on their input into the master planning process, citizens strongly preferred to place the new library in the heart of downtown to provide a focal point for community activity and expand opportunities for economic vitality for existing and new downtown businesses. As demonstrated in other communities, today's public libraries are more than technology centers, book repositories, and quiet reading spaces, they are also focal points for community gathering places and activity centers. Specific benefits expected from a downtown library in Crozet include 1) fewer car trips 2) the neighborhood model form of development 3) more opportunity for community interaction  4) promotion of pedestrian safety and access 5) additional downtown parking and 6) a community focal point and meeting space.

Property has been purchased in Downtown Crozet for the new library, and the Board of Supervisors has approved construction of a 20,000 square foot library building, which will include space for complementary uses such as public meeting rooms and community space.  In February of 2007, the Board of Supervisors supported pursuing LEED Certification for the Crozet Library and other County buildings. LEED stands for Leadership in Energy and Environmental Design and is a nationally accepted rating system for designing and building green buildings.  The new Crozet Library is the County’s first complete new building designed to be LEED Certified. 

The Board of Supervisors has appointed a steering committee which
includes Crozet community representatives to help guide conceptual design of the library, which is currently underway.

    Definition of a Schematic Design: First phase in the design of a project where an architect/engineer prepares diagrams giving a general view of the components and scale of the project. The schematic design shows how the needs and desires of the community, balanced with other factors such as the budget, site and general library requirements translate into a vibrant community library structure for downtown Crozet. The Crozet Library Steering Committee, a Board-appointed committee comprised of citizens, elected officials, County staff and library professionals, has been leading the process for the development of the schematic design.

Background Information


February 19, 2009 -- New Crozet Library Open House, 4:00-6:30 p.m.
Crozet Library Steering Committee members and Albemarle County staff held an open house at Crozet United Methodist Church on the conceptual design for the new Crozet library and an update on the Destination Downtown project, including the streetscape and stormwater projects.  The public was invited to drop in at any point during the Open House to view the conceptual design and other materials, talk with staff and committee members, and provide feedback.  Flyer Adobe

February 10, 2009 -- Planning Commission Worksession
The Planning Commission held a worksession on the Schematic Design for the new Crozet Library and provided input on the work to-date.

September 24, 2008 -- Crozet Town Meeting
County staff and the project architect, Grimm and Parker, shared the guiding principles and library program needs developed by the Crozet Library Steering Committee with the public at the Town Meeting.

Crozet Library Steering Committee
At their May 7, 2008 Board meeting, the Board of Supervisors appointed a steering committee which includes Crozet community representatives to help guide conceptual design of the library. The Crozet Library Steering Committee is an advisory committee charged with a) providing direction and advice on a public/stakeholder engagement process; b) providing oversight and direction to the project’s design team; c) considering and balancing the concerns/issues of the affected stakeholders and building public consensus for committee recommendations; d) reviewing alternative designs; and e) making a recommendation to the Board of Supervisors on a final preferred program and concept plan. The preferred program and plan should be based on the Board’s Vision to develop a new and expanded public library in downtown Crozet as a critical priority to provide a focal point for community activity and to help catalyze expanded opportunities
for new and existing downtown businesses.
