About the Places29 Master Plan
Places29 Master Plan for the Northern Development Areas covers the four Development Areas north of the City of Charlottesville: Neighborhood 1 (map), Neighborhood 2 (map), the Community of Hollymead (map), and the Community of Piney Mountain (map). Following its adoption on February 2, 2011, this Master Plan is now a component of the Land Use section of the County’s Comprehensive Plan. The Plan, including the Vision and Guiding Principles, has been developed with extensive citizen input, starting in 2005 with a series of public workshops and open houses.

Vision for the Places29 Master Plan
"Albemarle County’s four Northern Development Areas will feature compact development consisting of residential and employment neighborhoods that are organized around centers, as defined by the Neighborhood Model. These neighborhoods and their centers will be pedestrian-oriented and mixed-use; they will offer a variety of housing choices, retail environments, office types, and employment opportunities. They will be connected by an attractive, efficient, and accessible multimodal transportation system. Integrated into this urban-style development, parks and open spaces will provide a sense of respite and contribute to an overall excellent quality of life."
