Chapter 10 of the Albemarle County Comprehensive Plan details the County's transportation goals, the specific objectives the County will work towards, and strategies to achieve it. Appendix A.10 of the County's Comprehensive Plan provides links to associated transportation planning documents including a listing of all recommended transportation projects found in the Comprehensive Plan and various Master, and Long-Range Plans. Each Development Area has its own Master Plan with additional detailed information on the existing transportation conditions and plans for future improvements including a listing of projects for future implementation. See the column on the right for links to these resources as well as the resources mentioned below.

Funding for transportation programs and projects comes from the Albemarle County general fund primarily through the Capital Improvement Program (CIP) and various state and federal funding programs. Each spring the Board of Supervisors reviews and approves a list of Priority Transportation Projects selected from the list of all projects found in the Comprehensive Plan and associated Master and Long-Range planning documents. Additionally, the CIP Pedestrian and Bicycle Program Project List is referenced in the Priority Transportation Projects List. At this time, the Board also approves a prioritized list of unpaved Secondary Roads in the County that are recommended for paving.

The Thomas Jefferson Planning District Commission (TJPDC) is a regional commission that assists Albemarle County and other localities within its jurisdiction by providing a variety of planning and programming services. Transportation is one of the many areas that the TJPDC assists the County with through various services. The major services related to transportation include the administration of the Charlottesville-Albemarle Metropolitan Planning Organization, Rideshare, and the Rural Transportation Planning Program.
