The Management, Budget, and Performance Analysis function is accomplished by the Office of Management and Budget (OMB) within the Department of Finance.  OMB develops and executes the County's operating and capital budgets, establishes budget policies, and monitors departmental and agency budgetary and program performance.  OMB also provides staff support and guidance for the development and implementation of the County's strategic planning and management efforts.
